Yes that is correct as I have not been able to figure this one out either.. If any one has any helpful info please post. As ther is no ece or .cab file included with this.

in one zip file unzip the files and to install
Paste the CAB file in \IPSM\Windows\Start Menu\Accessories. For Smartphone 2003, path should be \Storage\Windows\Start Menu\Accessories.
On your phone go to Programs > Accessories and click the CAB file to install it.
